The rain gives life to the dead earth, which is for people who want to listen and understand.

Sura 16:65

Allah has sent down water from the cloud and given her life to the earth after its death, surely there is a portent for people who listens

Allah is able to life to the dead, just as the rain gives life to the dead earth! You may notice that the Koran does always link between scientific facts and religious notions. You may also notice that the Qur'an reminds us always with the resurrection of the dead, the afterlife and the Judgement Day.

These effects are not in the Bible.

Sura 43:11

And He sends down water from the cloud according to a measure, then we raise to life as a dead land, yet you were given birth;
