Is there a rule in the rules of track or tracks to make their own rules?

I do not know where your track is what really depends on if the song you mean is affliated to the governing body of motor sport in any country you happen to be in. So find books that rule your country and see if the track is affliated. In general, a track has to follow guidelines if affliated but also make its rules specific track own. If affliated and you disagree with its politics can check with the Governing Council on how they feel about it.
