The laws relating to power assisted bicycles?

I want to buy a bicycle frame and a 48cc engine to ride on it. I then going to be a lighthouse, taillight and turn signals on it. I'm trying to make it legal for a cruise in the city. Do I have the bike registered, inspected, or what? If so, how I can do that if the bicycle has no VIN. I am located in PA.

In Illinois, you are making a moped - A bicycle with a motor. To run this, you need a valid drivers license with a notation of passenger cars - No cycle license required. Now check your state law, but you can apply a NAO - owner applied to be a VIN number, but it applied for you by a personal vehicle or home. You need propbably plaques. I hope I helped a little
