Why is my rear bicycle wheel does not rotate when the pedal?

I recently purchased a Cannondale Super V 700 and I realized that, from time to time my pedals was very loose, and then was definitely loose. Now the pedals do not turn the rear wheel, but the rear wheel is not locked up, and which rotates freely when manually turned by hand. The bike gears work well and also change when the pedals are activated. Any help would be appreciated. Thank you. Austin
