Can you drive scooters on the shoulders / bike lanes on?

I am considering a cross country trip in a motor scooter (something as a Vespa type thing). He was initially earmarked for a bicycle, but I realized that I have no patience for it. However, I still want to follow the route I've read about cyclists (which follows the paths, but always driving on the shoulders or bike lanes). scooters are allowed to do the same? What is the general rule for this? Is there a speed limit? Thanks

you can not drive a motor vehicle on the shoulder and can not ride a bike lane, and whatever - bike lanes are for bicycles ... but their chances of getting a ticket are not so great ... assuming, of course, is following the limit speed ...
