What would be the best upgrade for my bike?

I have only one age 70 is touring PEUGEOT / road bike. Let me know which will make the biggest improvement? PROBLEM: -seat/saddle is quite uncomfortable and my back feels as if beaten every time you sit on it ... but is the original seat and it looks really nice -wheels/rims leaned a little and need to be realigned. Old-Brakepads handlebar tape is old, I get blisters I want to do:-get completely new adjustment wheel (tire tires and tubes), get new pads ... at least ... new brakes and maybe, get the handlebars enveloped in husk blanco.-get cork peddals new or just a leash or cage of the feet. From what I see in the small] [Pic, the bike seems to be in very good condition. You ask the biggest improvement you could do, but all the problems indicated are important. Brakes are important. If the pads are old, then replacements are cheap and durable. Do not bother with new brake calipers unless they are so bad that it will perform well even with new pads. Or unless you want to throw money at it. Try the new pads and fit otherwise. Also, inspect the brake cables and housing; if they are in bad shape, you get more performance brake replacements. If cables, housing, is in good shape, a cable cleaning and lubrication may still be in order. You can find all the information you need to do this yourself or online at the library. If the wheels are strong, tires are worn, cubes are good, then just get trued by a qualified person. A set of new wheels, the quality is not cheap, and you may be better to put money for a purchase future bike. Do you wear gloves? Even so, replace the bar tape if desired.
